It's more of an asset if anything, b/c once you start to build a targeted list and learn how to monetize that list, it can make you thousands times more than you will ever pay for it. For instance, some people have built out a single targeted list, to the point of where they can send 1 single email to that list for a product or service they are an affiliate for, and make $10,000 or more in just a few hours. This is how powerful building a targeted list can be as it is nurtured and grown.
